Description:

Three-year EU-funded programme for support to National Regulatory Authorities across 10 North African and Middle Eastern countries. On a national level, it included legislative and institutional design, extensive training and assistance in a range of issues including access pricing, regulatory accounting, spectrum management and other regulatory issues. Type of services: Improvement of regulatory framework and regulations, access regime, market definition and analysis, accounting separation, cost modelling, price regulation etc. Policy advice, technical assistance, training.

Establishing regulators group for Euro-Mediterranean region (2008)

Description:

We investigated the feasibility and features of a newly established cooperation forum for the telecommunications regulatory authorities in the Euro-Mediterranean region. We organised two joint High Level conferences for the regulators of the region, and a launching conference of the Euro-Medierranean Regulators group (EMERG). We provided drafts for its launching statement, organisational set-up and first work programme.

Description:

Through interviews and desk study, yearly analyses were provided of the state of play in the telecommunications markets and the regulatory frameworks of ten countries in North Africa and the Middle East.

Description:

In the course of the NATP-II project we have assisted the regulatory authorities of the Mediterranean region in many bilateral technical assistance projects. We list a sample of these many projects:

  • Bilateral assistance to the Tunisian regulator in analyzing (necessary improvements of) its powers and training the compliance skills Bilateral assistance to the Egyptian regulator in analyzing the need for cost accounting practices and drafting a policy report
  • Bilateral assistance to the Jordan regulator in improving its co-operation with the Competition Authority and in improving its Dispute resolution skills.
  • Bilateral assistance to the Moroccan regulator in kicking off its policy development in internet safety regulation.
  • Bilateral assistance to the Algerian regulator in analyzing the strengths and weaknesses of the legal expert function in its organization
  • Bilateral assistance to the Turkish regulator in interconnection regulation and proportionality of remedies
  • Bilateral assistance to the Israeli Ministry of Communication and the State Committee chaired by Prof.Gronau to review the Israeli regulatory framework and introduce services-based competition through a market of wholesale access services.

Development of regulatory framework in Syria (2005-2008)

Description:

We provided the Syrian ministry of telecommunications with a series of workshops to get acquainted with all aspects of liberalisation. We wrote a strategy paper to update the MTIT’s policy statements. We drafted a comprehensive Telecommunications Act that is currently being prepared for political decision making. We assisted in selecting and training a Regulatory Task Force inside the Ministry, which will be the core of the future regulatory authority SYTRA. We provide advice on the structure of SYTRA and its staffing and budget development.

Redesigning the Telecommunications Act of Jordan (2007-2008)

Description:

Following a strategy review by the Jordan ministry of Telecommunications MoICT, we assist the MoICT in identifying the elements of the Jordan telecommunications act that need to be reviewed with a view to telecoms-media convergence, and to insert key elements of the EU regulatory framework. Subsequently, we provide redrafts of the relevant parts of legislation.
